Under NextGen, the New York City Housing Authority (NYCHA) repurposes an "underutilized" portion of a public housing campus, such as a parking lot or playground, by subdividing the area as a separate tax lot, in order to allow private developers to build and manage a rental building on the site. NYCHA will give the developer a 1-dollar-a-year, 99-year lease, to operate the new building.
