NYCHA's FY2018 draft plan includes this: NYCHA and NYC's Department of Housing Preservation and Development selected a developer in September 2007 to construct two buildings with a minimum of 210 units on the Harborview parking lot mid-block on West 56th Street between 10th Avenue and 11th Avenue. The required ULURP land use review procedure was completed in November 2008. Due to changes in the City’s affordable housing finance markets, this project had been on hold and was reactivated by NYCHA and HPD through issuance of a new request for proposals (RFP) in May 2017 for affordable housing development on the lot between 55th and 56th Streets (http://www1.nyc.gov/assets/nycha/downloads/pdf/FY18-Draft-Annual-Plan-072117.pdf on page 92).
